How to Prepare for the Civil Service Exam

A step-by-step plan for the months before exam day, from your first practice test to what to bring on the morning of the exam.

Apply first, then review

Applications for the March 14, 2027 exam open on November 2, 2026, and slots are given out on a first-come, first-served basis. Secure your slot early, then use the plan below for your review.

Four steps to a better score

1

Know what's on your exam

Both levels test Verbal Ability, Numerical Ability, and General Information. Professional adds Analytical Ability, and Sub-Professional adds Clerical Ability. Not sure which level to take? Read Professional vs. Sub-Professional.

2

Take a practice test first

Before you study anything, take a practice test. Your results show which subjects need the most work, so you can spend more time on them instead of reviewing everything equally.

3

Learn from every mistake

Read the explanation for every answer, even the ones you got right, so you know why each choice is correct or wrong. Keep a list of the questions you missed and try them again a few days later.

4

Practice against the clock

The Professional level gives you about 1 minute and 7 seconds per item, and Sub-Professional a little under a minute. Use timed practice sets to find the question types that slow you down. On the exam, skip hard items and come back to them later.

A 12-week study plan

This plan fits about an hour of study a day. If you have more time before your exam, stretch out the middle weeks.

Weeks What to do
1–2 Take a full practice test. Review the basics: grammar rules, vocabulary, and the four math operations.
3–6 Focus on one subject a day with practice sets, and read every explanation. Add 10 minutes of General Information review each day.
7–9 Spend extra time on your weakest subjects. Switch to timed practice sets, and take your first full mock exam.
10–11 Take one full mock exam each week under real time limits. Review every question you missed.
12 Light review only. Get enough sleep, check your testing venue, and prepare what you'll bring.

Tips for each subject

General Information

Focus on the Philippine Constitution, R.A. 6713 (the Code of Conduct and Ethical Standards for Public Officials and Employees), peace and human rights, and environmental protection. These are mostly facts to remember, so short daily reviews work better than long sessions.

Verbal Ability

Learn common grammar rules, such as subject–verb agreement, and pick up a few new words each day. Verbal Ability is given in English and Filipino, so practice both. For reading comprehension, read the question first, then look for the answer in the passage.

Numerical Ability

Calculators aren't allowed, so practice solving by hand. Get comfortable with fractions, decimals, and percentages. For word problems, write down what you know and what you're solving for before you compute. For number series, look at the gap between each pair of numbers.

Analytical Ability Professional only

For word analogies, name the relationship in the first pair, then find the choice with the same relationship. For data interpretation, read the chart's title and labels before you read the question.

Clerical Ability Sub-Professional only

Learn the basic alphabetizing and filing rules, and practice them until you can apply them quickly. For spelling, keep a list of commonly misspelled words and review it often.

Exam-day checklist

Check your testing venue on the Online Notice of School Assignment (ONSA), posted on the CSC website about two weeks before the exam.

Arrive by 6:30 a.m. Gates close at 7:45 a.m., and late examinees are not admitted.

Bring a valid ID, preferably the one you used when you applied. The CSC follows a strict "No ID, No Exam" policy.

Bring black ballpoint pens. Gel, sign, and other non-ballpoint pens aren't allowed.

Carry your things in a transparent bag.

Leave calculators and books behind. Phones, smartwatches, and other devices aren't allowed at your seat.

Wear a plain white top if you can. Sleeveless tops, shorts, ripped jeans, and slippers aren't allowed, and long hair should be tied back.

These reminders are based on CSC rules for recent exams. Check the official examination advisory for your exam date, since details can change.
