These Terms of Use (the “Terms”) govern your use of the TOPNOTCHER CSE Reviewer mobile application (the “App”) and this website (together, the “Services”), operated by TOPNOTCHER Philippines (“we,” “us,” or “our”).
By downloading, accessing, or using the Services, you agree to these Terms. If you do not agree, please do not use the Services.
About the App
The App is an independent study aid for the Philippine Civil Service Exam (CSE). Its questions, mock exams, and study cards are compiled and adapted from various review materials to reflect the style, format, and coverage of the actual exam. They are not official test questions.
The App is not affiliated with, endorsed by, or sponsored by the Civil Service Commission (CSC) or any other Philippine government agency. Using the App does not guarantee a passing score on the actual examination.
Using the Services
You may use the Services for your own personal, non-commercial study. You agree not to:
- Copy, sell, republish, or redistribute the App’s questions, explanations, study cards, or other content
- Scrape, download, or extract content from the App or this website by automated means
- Modify, reverse engineer, or decompile the App, except where the law allows it
- Interfere with the App’s ads, purchases, security, or normal operation
- Use the Services for any unlawful purpose
Accuracy of Content
We work to keep our questions, answers, explanations, and exam information accurate and up to date, but errors can happen, and exam details such as dates, requirements, and fees may change. Always confirm official information on the Civil Service Commission website.
If you find an error, please report it using the flag icon in the App or by emailing us.
Premium Purchase
The App offers an optional one-time Premium purchase that removes ads, unlocks unlimited mock exams and all study cards, and includes future premium features. The purchase is processed by Google Play, and payments and refunds are handled under Google Play’s own policies.
We may add, change, or remove features over time. Premium includes the premium features available in the App at any given time.
Ads
The free version of the App shows ads through Google AdMob. The Premium purchase removes them.
Your Progress
Your progress is stored only on your device. We cannot recover it if you uninstall the App, clear its data, or change phones. To learn how the App handles information, read our Privacy Policy.
Ownership
The TOPNOTCHER name and logo, and the App’s design and original content, belong to TOPNOTCHER Philippines. Other materials remain the property of their respective owners. Google Play and the Google Play logo are trademarks of Google LLC.
Third-Party Services and Links
The Services rely on third-party services such as Google Play, Google AdMob, and Google Firebase, and may link to other websites. We are not responsible for the content, policies, or practices of these third parties.
Disclaimer
The Services are provided “as is” and “as available.” We do not promise that they will always be available, uninterrupted, or free of errors.
Limitation of Liability
To the extent permitted by law, TOPNOTCHER Philippines is not liable for any indirect or consequential loss arising from your use of the Services, including exam results, lost progress, or decisions you make based on the content.
Changes to These Terms
We may update these Terms from time to time. Changes will be posted on this page with an updated effective date. Continued use of the Services after changes are posted constitutes acceptance of the updated Terms.
Governing Law
These Terms are governed by the laws of the Republic of the Philippines.
